摘要
唐山要实现经济高质量发展,到2035年实现“三个努力建成”远景目标,需要各类人才特别是科技人才的支撑;而要激发科技人才的创新性、创造性,又离不开合理的创新创业激励政策。通过对唐山近年来在促进经济转型升级、构建现代产业体系方面所采取的科技人才创新创业激励政策及政策效果进行实证研究,提出需从进一步优化创新创业环境、坚持物质激励与精神激励相结合、注重激发现有科技人才活力、重点面向京津柔性引智、赋予科技人才更多的自主空间、完善科技人才评价体系等方面完善现有激励政策,从而为进一步加强唐山科技人才队伍建设提供理论支撑。
In order to achieve high-quality economic development in Tangshan and achieve the long-term goal of"three efforts to build"by 2035,it needs the support of all kinds of talents,especially scientific and technological talents;and to stimulate the innovation and creativity of scientific and technological talents,it is also inseparable from reasonable innovation and Entrepreneurship incentive policies.Based on the empirical research on the incentive policies and effects of technological talents'innovation and entrepreneurship adopted in Tangshan in recent years in promoting economic transformation and upgrading and building a modern industrial system,this paper puts forward that it is necessary to further optimize the innovation and entrepreneurship environment,adhere to the combination of material incentive and spiritual incentive,pay attention to stimulating the vitality of existing technological talents,focus on the flexible introduction of talents to Beijing and Tianjin,and endow technological talents In order to provide theoretical support for further strengthening the construction of Tangshan science and technology talents team,we should improve the existing incentive policies in terms of more independent space,improving the evaluation system of science and technology tale nts,etc.
