Management Model of Joint Training and Rescue of Military and Local Forces for National Defense Health Mobilization

目的探索国防卫生动员力量与军队医疗机构应急机动卫勤力量军民联合、军地联训,统一管理模式。方法利用文献资料、经验总结、实地调研、实证研究,对军地卫生力量“分管合用,分治合练”,统一指挥,共同完成平战时大批伤员救治。结果国防动员地方卫生力量与军队应急机动卫勤力量“分管合用,分治合练”十分必要。结论军民联合、军地一体,共同完成平战时大批伤病员救治势在必行。

Objective To explore the military-civilian integration, military-local government joint training, and unified management of the national defense and health mobilization forces and the emergency mobile medical services of the military medical institutions. Methods Through literature, experience summary, field investigations, and empirical studies, the military and local health forces were "individually managed, combined, divided and trained" via unified command, and the treatment of a large number of the wounded in peace and war were jointly completed. Results It is very necessary for the national defense to mobilize the local health forces and the army’s emergency mobile medical services to "share management and use, and divide and rule together for training." Conclusion Military-civilian integration, military-local government integration, and joint treatment of a large number of wounded and sick in peace and war are imperative.
