市域治理现代化实践中“互联网+监管”的探索与思考——以南通为例

The Exploration and Thinking on Internet plus Supervision in the Practice of Modernizing Municipal Governance——Take Nantong City as an Example

党的十九届四中全会作出"加快推进市域社会治理现代化"战略部署。市域治理作为国家治理在市域层面的空间表达,既具有国家治理的普适性,又具有地方治理的独特性。江苏南通以建设"全国首家市域治理现代化指挥中心"为契机,强化对各级各部门监管工作的监督,积极探索"互联网+监管"新路径:构建体系以推进统筹高效、互联互通的市域治理;创新范式以实现一个平台、共享联动的统一监管。在现行体制框架下,监管的精准化和规范化还有探索的空间。破解"孤岛"、整体协同、衔接联通是监管精准化和规范化的重要选择。

Fourth Plenary Session of the 19 th Central Committee of the CPC made a strategic deployment of accelerating the modernization of the municipal social governance. As spatial expression of the national governance at the municipal level,the municipal governance has not only the universality of the national governance,but also the uniqueness of the local governance. Taking the opportunity of building the state’s first command center of municipal governance modernization,Nantong,Jiangsu province strengthens the watching on the supervision work of all departments at all level inside the city and actively explores the new approach of internet plus supervision:build overall planning,highly efficient,interconnected municipal governance system;create a unified supervision paradigm of one platform with shared linkage. Under the present systematic framework,there is still exploration room for the precision and standardization of supervision. Cracking the isolated island,overall coordinating and connection are affirmatively chosen items for the precision and standardization of supervision.
