我国生物医药产业政策变迁与治理特点探讨

Discussion on Policy Changes and Governance Characteristics of China’s Biopharmaceutical Industry

文章以我国的生物医药这一战略性新兴产业为主线,在文献分析的基础上,根据政策变迁特征将生物医药划分为不同阶段;并本总结政府治理特点的基础上,提出了相关政策建议。我国的生物医药产业政策变迁经历了计划特征明显、规范化和现代化、重点支持技术创新、战略性新兴产业以及提高全球竞争力等5个阶段,从最初的计划特征明显,逐步开始规范化和现代化,在产业具有一定规模时开始重视技术创新,并逐渐上升到国家战略高度,到现在面向全球发展。研究发现,我国生物医药稳步发展,政策的关注重点逐渐从整个行业到具体环节,政策目标逐步细化,从确定性治理走向试验性治理,将更多的主动权交给市场。

The article takes China’s biopharmaceutical,a strategic emerging industry,as an example.Based on literature analysis,the article divides biopharmaceutical into different stages according to the characteristics of policy changes,and summarizes the characteristics of government governance.China’s biopharmaceutical industry policy changes have gone through five stages,obvious plan features,standardization and modernization,key support for technological innovation,strategic emerging industries,and enhancement of global competitiveness.From the first of obvious plan features,and standardization and modernization have gradually begun.When the industry had a certain scale,it began to attach importance to technological innovation,and gradually rose to the height of national strategy,and now faces global development.The study found that China’s biopharmaceutical is developing steadily.The focus of policy is gradually shifting from the entire industry to specific links,and the policy objectives are gradually refined,from deterministic governance to experimental governance,and more initiative is given to the market.
