监督“早进场”:重大突发事件治理体系的完善

The"Early Entry"of Supervision:The Improvement of the Governance System for Major Emergency

现代社会是风险社会,各种突发事件明显增多。社会风险的政治属性和政治责任理论为监督提前介入提供充分的理论和政策支持,但现实中常常出现监督"迟到"现象,重大突发事件治理体系存在缺陷,避责理论、风险社会放大理论、风险的社会表征理论某种程度而言为这种缺陷提供了理由和支持。重大突发事件应对中监督"早进场"有党内法规和国家法律方面的规范依据,但监督"早进场"并不等于替代监管,需要聚焦着力解决不作为和假作为、慢作为和效率低、滥用权力乱作为、形式主义和官僚主义、制度执行和改革不到位等问题。

Modern society is a risk society,and all kinds of emergencies increase obviously.The political attribute of social risk and the theory of political responsibility provide sufficient theoretical and policy support for the early intervention of supervision.However,in reality,supervision often does not appear in time.There are defects in the governance system of major emergencies.To some extent,avoidance theory,society amplification theory of risk,and social representation theory of risk provide reasons and support for this defect.In response to major emergencies,the"early entry"of supervision has the normative basis of inner-party regulations and national laws,but the"early entry"of the supervision of the Commission for Discipline Inspection does not mean to replace the internal supervision of the department itself.We need to focus on solving the problems of inaction and fake action,slow action and low efficiency,abuse of power,formalism and bureaucracy,and inadequate system implementation and reform.
