新时代行政审批制度改革的逻辑与路径——基于银川与浙江的改革模式比较

The Administrative Licensing Reform in the New Era:A Comparative Study of the"One Seal for Administrative Approval"Reform in Yinchuan and the"Run at Most Once"Reform in Zhejiang

进入新时代,行政审批制度改革表现出从分散审批走向整合式集中审批的趋势,代表着相对集中行政许可权的银川"一枚印章管审批"和代表着"互联网+政务服务"的浙江"最多跑一次"两种改革模式有其异同之处。总结和比较两种改革模式的创新实践,二者围绕行政审批权的配置,基于改革环境的不同分别体现出权力驱动的路径和数据驱动的路径,但都遵循了先整合式集中后优化协同的效能提升逻辑。行政审批制度改革要坚持工具理性和价值理性的统一,最终以服务型政府建设作为归宿,推进政府治理现代化。

In the new era,the administrative licensing reform shows a trend from decentralized approval to integrated centralized approval.There are similarities and differences between the two reform models:Yinchuan’s"one seal for administrative approval",which represents the relatively centralized administrative licensing power,and the"run at most once"reform in Zhejiang,which represents the"Internet+government services".This paper summarizes and compares the innovative practices of the two reform models based on the allocation of administrative examination and approval authority.The power-driven path and the data-driven path are respectively reflected in the different reform environments.However,they all follow the logic of improving the performance of integrated centralization and then optimization of collaboration.The administrative licensing reform should adhere to the unity of instrumental rationality and value rationality,and ultimately take the construction of service-oriented government as the destination and promote the modernization of governance.
