摘要
MG地勘公司是由MG地勘局实行事业转企业改革而成立的。从2006年成立至今,导致MG地勘公司事业转企业改革停滞不前最核心的问题是事业身份职工的安置困难。本文回顾了MG地勘公司企业化改革的过程,得出事业身份职工安置难点在于:事业身份难脱、干部队伍严重老化与人才流失、历史遗留问题事业经费负担重。针对转企改革中的事业身份职工安置难点提出了解决对策:实行"软脱帽政策"保证事业身份职工退休后待遇;以人才培养"传帮带"机制促进企业人才队伍稳定;创新思路、多方协同解决历史遗留事业经费问题。
MG geological exploration company is established by MG Geological Exploration Bureau through the reform of transforming business into enterprise.Since its establishment in 2006,the core problem that causes the stagnation of MG geological exploration company's business to enterprise reform is the difficult placement of employees with career status.This paper reviews the process of enterprise reform of MG geological prospecting company.It is concluded that the difficulties in the placement of employees with career status are as follows.It's hard to break away from career status.Contradiction between serious aging of cadres and brain drain.The problem left over by history is the heavy burden of business funds.In view of the difficulties in the placement of employees with career status,this paper puts forward some countermeasures,implementing“soft cap”policy to ensure the status of retired workers.Promoting the stability of enterprise talent team with the mechanism of“teaching,helping,and leading”in talent training.Innovative ideas to solve the problems left over by history.
