摘要
领导干部和公务员的科学素质水平与治理能力与科学决策水平存在正相关性,但目前面向这一群体的科普在数量及效能上都十分有限,科普机构很少涉及。本文以问题为导向、以一个项目的12年跟踪为基础,运用文本分析法、专家访谈法和归纳分析法等开展实证研究,深入阐述了面向领导干部和公务员群体开展科普的时代意义、分析了首都领导干部与公务员群体科普状况、提出了提升领导干部和公务员科学素质的制约因素及有效途径等,以期从实践中提炼出理论,再用理论指导"十四五"时期的实践。
Regarding the leading officials and public servants,there is a positive correlation between the level of scientific literacy with the governance capacity and scientific policy-making.However,currently popular science education is very limited in quantity and efficacy and popular science institutions are seldom involved in.By problems oriented,based on the 12-year track of a project,this paper uses text analysis,expert interviews and inductive analysis to elaborate the significance of science popularization for leading officials and public servants,analyzes the status of scientific popularization of leading officials and public servants in the capital,and puts forward the restrictive factors and effective approaches to improve the scientific literacy of leading officials and public servants,in hope of extracting the theory from the practice,so as to guide the practice during the"14th Five-year Plan"period.
