总体性方法是马克思主义观察和认识世界的根本方法,兼具思维与实践双重属性,因此,基于实践的总体性方法在具体运用中就具有了价值和实践的双重功能,谓之总体性功能。新发展理念是一个关于发展的系统化理念体系,本身就是马克思主义总体性方法的当代体现。中国特色社会主义进入新时代以来,中国能够在全球经济持续低迷下仍保持经济社会的健康发展,正是新发展理念所蕴含的价值功能与实践功能的具体体现。

Totality is the fundamental approach for Marxism to observe and perceive the world,which has the dual attributes of thinking and practicing.Therefore,totality,based on practice,has the dual functions of value and practice,which can be called as totality function.The new development concept is a systematic theoretical system about development,which is the contemporary embodiment of Marxist totality approach.With the fact that the socialism of Chinese characteristics has entered a new era,China can keep the healthy development of economy and society in the worldwide environment of economic slump,which is the concrete expression of the value and practice function of the new development concept.
