治理效能视角的土地确权绩效评估--基于全国139个村庄2202农户的调查

Performance evaluation of land right confirmation based on the perspective of governance efficiency

土地确权是农村改革的基础,基于治理效能视角构建土地确权的理论框架和指标体系,运用因子分析法建立分析模型,对土地确权成效进行综合评估。研究发现,全国承包地确权平均得分为43.84分,其中村庄社会效益因子对综合评分的贡献最大。东中西部地区承包地确权成效有明显的区别,西部地区成效高于东中部地区,受教育水平和家庭收入与土地确权成效呈正相关。最后提出农村承包地改革需要进一步激活土地资源,因地制宜促进农民多元增收,发挥土地确权的政策红利。

Land right confirmation is the foundation of rural reform.Based on the perspective of governance efficiency,the theoretical framework and index system for land right confirmation are constructed,and the analysis model is established using factor analysis to comprehensively evaluate the effectiveness of land right confirmation.The study found that the national average score of contracted land confirmation was 43.84 points,and the village social benefit factors contributed the most to the comprehensive score.There are obvious differences in the effectiveness of contracted land rights confirmation in the eastern,central and western regions.The effectiveness in the western region is higher than that in the eastern and central regions.The level of education and family income are positively correlated with the effectiveness of land rights confirmation.Finally,it is proposed that the reform of rural contracted land requires further activation of land resources,and measures should be taken according to local conditions to promote the diversified income of farmers and give play to the policy dividends of land rights confirmation.
