由于通信网络的广泛性和即时性等特性,人民日常生活对通信网络的依赖性之大日益彰显。在洪涝、台风、地震等自然灾害情况下,长时间的网络中断容易造成民众心理恐慌,进而造成社会问题,产生不必要的重大破坏和影响。海南是海洋季风性气候,为热带风暴、台风多发区。因此,如何应对台风抢险,如何保护我们通信网络,尽可能降低通信网络受灾程度,以及灾害发生后又如何科学做好应急通信保障抢修工作,快速恢复通信网络,将“不应急才是最好的应急”的理念嵌入日常运维各个环节中,成为海南移动需要研究的重大课题。

Due to the universality and instantaneity of communication network,people's daily life is increasingly dependent on communication network.In the case of fl oods,typhoons,earthquakes and other natural disasters,long-term network interruption is easy to cause people's psychological panic,and then cause social problems,causing unnecessary major damage and impact。Hainan is a marine monsoon climate,where tropical storms and typhoons frequently occur。Therefore,how to deal with typhoon emergency,how to protect our communication network,how to reduce the disaster degree of the communication network as much as possible,and how to do a good job in emergency communication support and repair after the disaster,how to quickly restore the communication network,and how to embed the concept of"no emergency is the best emergency"into all aspects of daily operation and maintenance,have become the major issues that Hainan mobile needs to study.
