“百万扩招”背景下建筑业农民工职业教育研究

Study on Vocational Education for Migrant Workers in Construction Industry under the Background of“Million Enrollment Expansion”

建筑业是我国国民经济的支柱产业,农民工是建筑业的主力大军,对行业及整个社会的发展都做出了突出的贡献。2019年高职的“百万扩招”首次将农民工纳入扩招对象。但经过两年三届的招生,实际报考建筑业农民工却相当少。根据调研结果,发现当前建筑业农民工的职业教育存在重形式轻效果、高职“百万扩招”提供的职业教育平台覆盖面较低等问题。提出了利用现有资源提高职业培训质量、利用中高职衔接教育体系设计适合不同文化程度的职业教育层次、设立建筑业农民工职业教育专项经费、探索有效的高职教育教学模式等建议。

Construction industry is the pillar industry of our national economy,and migrant workers,the main working force of construction industry,have made outstanding contributions to the development of the industry and the whole society as well.In 2019,migrant workers were included in the“Million Enrollment Expansion”for the first time.But after two years and three sessions of enrollment,there are still few of construction migrant workers applying for the construction profession.According to our investigation,the present situation of vocational education for migrant workers in the construction industry are expounded as follows:Vocational education is dominated by vocational training,focusing on form rather than effects.Higher vocational education platform coverage is still at a low level.The recommendations were made on the development of vocational education as the following:First,standardizing vocational education and using existing resources to protect the professional development of migrant workers in construction industry.Second,designing vocational education levels suitable for migrant workers with different educational backgrounds by using the system of middle and higher vocational education.Third,setting up special funds for vocational education of migrant workers in the construction industry.Fourth,exploring an effective teaching mode of higher vocational education.
