基于NATPI分析框架的湖南省科技成果转化政策演进研究

Research on the policy evolution of sci-tech achievements transformation in Hunan province based on NATPI analysis framework

2021年是实施“十四五”规划的开局之年,如何在经济全球化、科技国际化的大背景下发挥科技创新对经济增长的推动作用,成为重要的研究课题。文章遴选1980—2020年湖南省69份科技成果转化政策文本,并设计了NATPI政策分析框架,对政策文本内容及其演进趋势进行分析,发现现行体系存在部门间联动性不足、政策力度偏弱、政策工具搭配使用不协调等问题。针对这些问题,文章提出了相应建议,以期更好地落实建设创新型湖南的战略任务,完善湖南省科技成果转化政策体系。

2021 is the beginning year of implementing the“14th Five-Year Plan”,so how to play the role of sci-tech innovation in promoting economic growth under the background of economic globalization and sci-tech internationalization has become an important research topic.This paper selects 69 policy texts on the transformation of sci-tech achievements in Hunan province from 1980 to 2020,designs a NATPI policy analysis framework,analyzes the content and evolution trend of the policy texts,and finds that the current system has problems such as insufficient interdepartmental linkage,weak policy strength,and inconsistent use of policy tools.In view of these problems,this study puts forward corresponding suggestions in order to better implement the strategic task of building an innovative Hunan and improve the policy system of transforming Hunan’s sci-tech achievements.
