摘要
科级干部是农业科研单位干部队伍的基础力量,科级干部队伍能力提升对于农业科研单位治理体系和治理能力现代化建设具有重要作用。文章以江苏省农业科学院为例,阐述了农业科研单位科级干部的重要性,系统总结了近年来科级干部能力提升的经验做法,科学分析了当前科级干部能力提升工作存在的主要问题,从推进工作长效化、打造高效执行力、提升培训实效性和促进活动机制化等方面提出进一步提升科级干部队伍能力的路径,以期为"十四五"农业科研单位科级干部队伍建设提供借鉴。
Section-level cadres are the basic strength of the cadres of agricultural scientific research institutions,and the capacity enhancement of section-level cadres plays an important role in the modernization of the governance system and governance capacity of agricultural scientific research institutions.Taking Jiangsu Academy of Agricultural Sciences as a case,the importance of section-level cadres was illustrated,the experience and practice of section-level cadres′capacity enhancement in recent years systematically summarized,and the main problems of current section-level cadres′capacity enhancement work scientifically analyzed in the paper.Suggestions for enhancing the capacity of section-level cadres were put forward accordingly,including promoting the long-term effectiveness of the work,developing efficient execution,improving training effectiveness and promoting mechanization of activities.This will provide references for the institutions who strive for the similar goal during the"14 th Five-Year Plan"period.
