基于公共交通视角的城市交通拥堵治理策略——以河南省为例

Urban Traffic Congestion Control Strategy based on the Perspective of Public Transport--A Case Study of Henan Province

交通拥堵已经成为我国城市普遍面临的“城市病”之一,引发社会的广泛关注。在城市道路资源受到制约的条件下,加快城市交通供给侧结构性改革,发展公共交通,被认为是解决城市交通拥堵的有效方法。本文以河南省为例,从交通需求、基础设施和规划管理角度剖析城市交通拥堵问题的成因,基于治堵思路转型,提出公共交通视角下城市不同发展阶段交通拥堵预防和治理的策略措施。

Traffic congestion has become one of the"urban diseases"that cities in China generally face,which has aroused widespread social concern.Under the constraints of urban road resources,speeding up the structural reform of urban traffic supply side and developing public transport are considered to be effective methods to solve urban traffic congestion.Taking Henan Province as an example,this paper analyzes the causes of urban traffic congestion from the perspective of traffic demand,infrastructure and planning management.Starting from the transformation of the ideas for the control of urban traffic congestion,this paper puts forward the strategies and measures of traffic congestion prevention and control in different stages of urban development from the perspective of public transport.
