基于平衡计分卡的高校新文科建设管理模式研究

2019-2021年,教育部将分3年全面实施"六卓越一拔尖"计划2.0,该计划要求高校紧扣时代新要求、经济社会发展新实践和科技革命新进展,积极推进新文科建设。对高校来说,新文科建设具有较强的动态复杂性,它需要在当前与未来、过程与结果、局部和整体之间形成动态平衡。为了有效地推动新文科建设,对新文科建设实施目标管理,并把建设计划转化为高校的日常具体管理行为,高校可充分利用平衡计分卡这种战略计划管理工具,协调新文科建设各相关主体的行为,实现新文科建设目标的动态平衡。

From 2019 to 2021,the Ministry of Education will fully implement the"Six Excellence and One Top"plan 2.0 in three years,which requires colleges and universities to keep abreast of the new requirements of the era,new practices in economic and social development and new progress in scientific and technological revolution,and actively promote the construction of new liberal arts.For colleges and universities,the construction of new liberal arts has strong dynamic complexity,and it needs to form a dynamic balance between present and future,process and result,part and whole.In order to effectively promote the construction of new liberal arts,implement target management for the construction of new liberal arts,and transform the construction plan into the daily specific management behaviors,colleges and universities can make full use of the balanced scorecard,a strategic planning management tool,to coordinate the behaviors of all relevant subjects in the construction of new liberal arts,so as to achieve the dynamic balance of the construction goals of new liberal arts.
