摘要
2015年1月,中共中央办公厅和国务院办公厅印发的《关于加强中国特色新型智库建设的意见》提出:“要统筹推进党政部门、社科院、党校行政学院、高校、军队、科技和企业、社会智库协调发展,形成定位明晰、特色鲜明、规模适度、布局合理的中国特色新型智库体系。”党的十九大报告再次提出要“加强中国特色新型智库建设”。新时期,全面建设中国特色新型智库关键在于加强智库人才队伍建设,这是各地建成并发展新型智库的基础和必备条件。本文在对贵州省人才队伍建设情况进行详尽分析的基础上,提出从选拔标准机制、激励机制、流动机制、人力资本投入、研究团队建设、智库管理运营人才培养等方面加强智库人才队伍建设。
In January 2015,Opinions on Strengthening the Construction of New Think Tanks with Chinese Characteristics(published by General Office of the State Council of the People’s Republic of China)proposed:“It is necessary to promote the coordinated development of party and government departments,Chinese Academy of Social Sciences,Party School and School of Administration,universities and colleges,military,science and technology,enterprises and social think tanks,and form a new think tank system with Chinese characteristics with clear positioning,distinctive characteristics,moderate scale and reasonable layout”.In the report of the 19th National Congress of the Communist Party of China,it was once again proposed to“strengthen the construction of new think tanks with Chinese characteristics”.In the new era,the key to building a new type of think tank with Chinese characteristics in an all-round way lies in strengthening the construction of think tank talent team which is the foundation and necessary condition for building and developing new type of think tanks nationwide.Based on a detailed analysis of the construction of talent team in Guizhou Province,this paper proposes to strengthen the construction of talent team in think tanks from the aspects of standard mechanism,incentive mechanism,circulation mechanism,human capital investment,research team construction,and talent training of think tank management and operation.
