中国共产党领导下的外语考试发展与外语能力测评体系建设思考 被引量:4

Reflections on the Progress of Foreign Language Examinations under the Leadership of the Communist Party of China and on the Development of Foreign Language Assessment Framework

摘要 回顾新中国成立以来国家教育类外语考试的发展历程,从党在不同发展时期的战略、方针、政策的视角分析外语考试为党育人、为国选才、为民服务的使命和角色。外语考试作为外语教育政策、考试招生制度的重要组成部分,70余年来发挥了对外开放切入点、立德树人践行者、考试招生制度改革排头兵的作用。在此基础上,分析了外语考试面临的问题,提出需要持续、有力地加强外语能力测评体系建设,建设多元、科学、有效的测评资源体系,加强多层面、多渠道的研究与合作,推进外语考试系统性、全面性、协同性改革,提升外语考试服务国家战略发展及促进学生健康可持续发展的能力。 This paper has reviewed the reforms and development of national educational foreign language examinations since the founding of the People’s Republic of China,and has discussed the mission of foreign language examinations in cultivating talents for the nation and in serving for the people,by referring to the policies of the Communist Party of China at different historical periods.Being an important component of both foreign language education policies,and educational examination and enrollment system,foreign language examinations have played many important roles,such as the window for China’s opening-up,the practitioner of morality education,and the pioneer of reforms on examination and enrollment system.This paper further analyzed the problems and challenges faced by foreign language assessment at present and called for a systemic and synergic reform on foreign language examinations to meet the needs of China’s development strategies and to encourage the sustainable growth of learners.It ended with suggestions for a more diversified,scientific and effective foreign language assessment framework,supported by multi-tiered research and all-round collaboration with stakeholders.
