我国政府推进体育事业发展的注意力配置研究——基于湖北省政府工作报告(2006-2020)的文本分析

Chinese Government’s Attention Allocation in Promoting Sports Development Based on Sports Text Analysis of Hubei Provincial Government Work Report(2006-2020)

政府关于体育事业发展的注意力配置,反映了政策主体的总体取向,决定和保障着政府资源对体育事业的倾向。基于注意力和政府决策理论,该研究以湖北省各级政府工作报告(2006-2020)为研究对象,采用文本算法,利用Python软件对政府关于体育事业发展的注意力进行研究。结果表明“十一五”至“十三五”时期,湖北省体育事业发展经历了“群众体育奥运同行协调发展”“城乡体育全面协调可持续发展”和“体育产业结构性改革与融合发展”三个阶段。进一步通过构建政府关于体育事业发展的注意力配置分析框架发现,体育发展理念、科层组织规则和外部环境禀赋是导致湖北省体育事业发展注意力配置差异的关键因素。研究揭示了地方政府关于体育事业发展注意力配置的行为逻辑,为研究体育政策变迁提供了新视角,对推进我国区域体育协同与可持续发展具有重要的理论意义与实践价值。

The government’s attention allocation on the development of sports reflects the overall orientation of the policy subject,and also guarantees the tendency of government resources for sports.Based on the theory of attention and government decision-making,this research selects the sports texts of the Hubei Provincial Government Work Report(2006-2020)as the research object,and uses text algorithms and Python software to study the government’s attention on the development of sports.During the period from the 11th Five-Year Plan to the 13th Five-Year Plan,Hubei sports undertakings successively experienced the“Coordinated Development of Mass Sports Olympics”,“Comprehensive and Sustainable Development of Urban and Rural Sports”and“Structural Reform and Integrated Development of Sports Industry”.Further the construction of the government’s attention allocation analysis framework for the development of sports,showed that the concept of sports development,the rules of scientific organization and the external environmental endowment were the key factors leading to the difference of attention allocation in the development of sports in Hubei Province.This research deeply revealed the behavioral logic of local government on sports attention allocation,provides a new perspective for interpreting changes in local sports policies,and had important theoretical significance and practical value for promoting regional sports coordination and sustainable development in China.
