摘要
当前水面舰艇作战试验评估指标体系构建存在方法不清楚、步骤不明确、可操作性不强的问题。研究了水面舰艇作战试验评估指标体系构建方法,设计指标构建的总体思路及流程,开展以“一能三性”为基本框架展开相关指标体系的构建,提出基于解释结构模型法(interpretive structural model,ISM),将指标体系复杂层次关系进行综合优化处理,形成结构科学、内容合理的评估指标体系。
There are some problems in the establishment of the evaluation index system for operational test of warships,such as unclear methods,unclear steps and low operability.The establishment method of evaluation index system for operational test of warships is studied,the general idea and process of index establishment is designed,“one effectiveness&three suitability”as related index system is carried out to build the basic framework.Based on the interpretive structural modeling(ISM)method,the complex hierarchical relationships of the index system are proposed to be integrated and optimized to form an assessment index system with scientific structure and reasonable content.
