Elderly Volunteers’Participation in Community Service:Significance,Problems and Promotion Strategies

近年来,伴随着我国人口老龄化进程的加快,积极老龄化成为我国政府倡导的重要国策。鼓励老年人作为志愿者参与社区服务是推进积极老龄化的有效途径,它不仅有助于为老年人赋权增能,使老年人老有所为,实现自身价值,还有助于提高社区治理效率,促进和谐文明社区建设。老年志愿者在社区服务中发挥着不可估量的重要作用,但也存在一系列的问题,如参与意识淡漠、参与率低、参与的持续性不强、服务质量和水平较低等。需制定系统化推进策略,包括加强宣传、积极立法、打造一体化培训体系、开发服务项目、完善激励机制等。

In recent years,with the acceleration of the process of population aging in our country,active aging has become an important national policy advocated by the Chinese government.Encouraging the elderly to participate in community services as volunteers is an effective way to promote active aging.It not only helps to empower the elderly,enable them to do something and realize their own value,but also helps improve community governance efficiency and promote the construction of a harmonious and civilized community.In recent years,elderly volunteers have played an immeasurably important role in community service,but there are also a series of problems,such as indifference to participation,low participation rate,low continuity of participation,low service quality and level.Therefore,it is necessary to formulate systematic promotion strategies,including:strengthening publicity;introducing legislation;creating an integrated training system;developing service projects;perfecting incentive mechanisms.
