基于协同视角下的安徽省乡村振兴“土地整治+”模式探究

“Land Remediation+”Pattern of Rural Revitalization in Anhui Province from the perspective of Synergy

以乡村振兴战略为背景,参照安庆市潜山县黄泥镇美好乡村建设示范点土地整治路径,在对比安徽省农村土地利用现状、土地利用效率和耕地利用变化数据的基础上,利用spass13.0进行聚类分析,将安徽省划分皖北、沿江、皖西、皖南四个整治区域,结合不同土地整治区域现状及特点,构建淮北平原和江淮丘陵地区“土地整治+粮食生产集聚区”、沿江平原区“土地整治+现代农业集聚区”、皖南特色乡村“土地整治+生态保护修复集聚区”和皖西大别山区“土地整治+公共空间治理集聚区”等,从协同视角提出规划引导、构建机制、转型升级等对策建议,为加快推进乡村振兴“土地整治+”模式提供必要的参考依据。

On the background of rural revitalization and the land remediation in Huangni town,Qianshan county,Anqing city,cluster analysis is made by Spass 13.0 based on the comparison of current situation of rural land use,land use efficiency and cultivated land use change data in Anhui province.According to the current situation and characteristics of land remediation in different areas,Anhui province is divided into:(1)“land remediation+grain production gathering area”in the Huaibei plain and Jianghuai hilly area,(2)“land remediation+modern agriculture gathering area”in the plain along the Yangtze River,(3)“land remediation+ecological protection and restoration gathering area”in the rural area in southern Anhui,and(4)“land remediation+public space management gathering area”in the area of Ta-pieh Mountains in western Anhui.From the perspective of coordination,such countermeasures and suggestions as planning guidance,construction mechanism,transformation and upgrading are put forward to provide necessary reference for accelerating the“land remediation+”pattern of rural revitalization.
