摘要
“1+X”证书制度试点是利益相关者协同共治的过程。目前,“校热企冷”“一头热”“搭便车”等现象成为制约校企深度融合的短板。高职院校应从协同治理、利益相关者和博弈的理论视角,构建以合作信任机制、共商共建共享机制、资源整合机制、激励机制为内容的多元协同治理运行机制。通过树立大职业教育理念、健全协同治理的法制化制度、搭建协同治理平台、探索协同治理模式、建立协同治理可持续发展机制等举措,为证书制度试点提供有益参考。
The pilot of the "1+X" certificate system is a process of collaborative governance by stakeholders. At present, the phenomenon of "school hotness, enterprise coldness" "hot end" "free-riding" and other phenomena have become shortcomings that restrict the deep integration of schools and enterprises. Higher vocational colleges should construct a multiple collaborative governance operation mechanism based on collaborative governance, stakeholder and game theory perspectives, with cooperation and trust mechanism, mutual consultation and joint construction and sharing mechanism, resource integration mechanism, and incentive mechanism as the content. Through the establishment of the concept of large-scale vocational education, the improvement of the legal system of collaborative governance, the establishment of a collaborative governance platform, the exploration of collaborative governance models, and the establishment of a sustainable development mechanism for collaborative governance, it provides a useful reference for the pilot certification system.
