摘要
20世纪末,新公共管理范式在西方日益式微,公共价值管理理论日益勃兴。公共价值管理提出了重视公民身份、重拾公共价值、政府职能的重新定位、网络化治理等主张。但是由于对公共价值的潜在冲突、公共价值的形成机制、公共管理者角色、价值管理的实现工具等认识不到位,公共价值管理理论存在着一些缺陷。运用相关策略解决公共价值冲突,创造公共价值形成的条件,认清公共管理者的角色,务实性地使用各种管理工具等是解决西方公共价值管理理论缺陷的可能路径。
At the end of the 20th century,the paradigm of new public management is declining in the west,and the theory of public value management is booming.The public value management puts forward some suggestions,such as paying attention to citizenship,regaining public value,reorienting government functions,and network governance.However,due to the lack of understanding of the potential conflict of public value,the formation mechanism of public value,the role of public managers and the realization tools of value management,there are some defects in the theory of public value management.Using relevant strategies to solve the conflict of public value,creating the conditions for the formation of public value,recognizing the role of public managers,pragmatic use of various management tools are the possible ways to solve the defects of western public value management theory.
