Characteristics and Suggestions of Implementing Carbon Emissions Trading in China's Construction Sector

在国家力争于2030年实现“碳达峰”、2060年前实现“碳中和”的背景下,建筑领域作为重点减排行业,其碳交易制度的建立对推动全国减排工作的发展至关重要。本文首先阐述了建筑碳排放权的交易原理与交易特性,并结合国内外建筑领域碳交易的实际情况,分析了建筑领域实施碳交易在碳排放核算、碳排放体系以及配套措施等方面存在的障碍。最后,提出了对建筑领域碳交易在总体框架、体系设定、体系保障三方面的初步实施建议,以期为国内建筑碳交易市场的建设及发展提供参考价值。

Under the background of China's efforts to achieve"Carbon Peak"by 2030 and"Carbon Neutral"by 2060,the establishment of carbon trading system in the construction sector,as a key emission reduction industry,is very important to promote the development of national emission reduction work.First of all,this paper describes the trading principle and trading characteristics of building carbon emission rights.Combined with the actual situation of carbon trading in the construction field at home and abroad,it analyzes the obstacles in the implementation of carbon trading in the construction field in the aspects of carbon emission accounting,carbon emission system and supporting measures.Finally,this paper puts forward the implementation suggestions on the overall framework,system setting and system guarantee of carbon trading in the construction field,which can provide reference for the construction and development of the domestic carbon trading market.
