内生发展能力和外部扶持政策对烟农合作社绩效的影响

Effects of internal development capacity and external policy support on performance of tobacco farmers’cooperative

基于河南省99家烟农合作社的调研数据,运用结构方程模型实证分析了内生发展能力和外部扶持政策对烟农合作社绩效的影响。分析结果表明:合作社的股权结构、分配制度和企业家才能是烟农合作社内生发展能力的重要来源。相对集中的股权结构、实施按交易量返还与股份和资产量化份额分红相结合的盈余分配制度以及良好的企业家才能均有利于提高烟农合作社绩效。烟农合作社绩效还依赖于外部扶持政策特别是烟草行业经营性资产补贴。而合作社非成员业务和烟叶以外的关联业务发展仍然滞后,盈利空间有限,对烟农合作社绩效影响不显著。

Using SEM(Structural Equation Model)model,this paper empirically analyzes the influence of internal development ability and external policy support on the business benefit of tobacco farmers’cooperatives on the base of the survey data of Henan Province.The results show that the ownership structure of the cooperative,the distribution system of the surplus and the entrepreneurial talents of the person in charge are the important sources of the internal development ability of the farmers’cooperatives.The relative concentration of the ownership structure,the implementation of the surplus distribution system according to the transaction volume,together with share dividends according to shares and assets,and the person in charge with good entrepreneurial talent are all helpful to improving the business benefit of tobacco farmers’cooperatives.The performance of tobacco farmers’cooperatives is heavily dependent on external policy support,especially the assets subsidies from the tobacco industry,and the development about non-member and non-tobacco business is still lagging behind and the profit margin is limited,which has no significant effect on the performance of tobacco farmers’cooperatives.
