基于区域差异视角的中国农业供给效率优化路径

我国幅员广阔,不同区域的农业供给效率差异较大。只有尊重这种差异性,各区域采取不同的针对性措施,才能优化要素配置,提高供给效率。东部区域应该重点鼓励高素质人才向农业流动,发挥人才在供给体系升级和供给效率改善中的作用;中部区域应着力改善农业生产条件,调整生产结构以适应消费结构的变化要求,使农产品的数量和质量能同时满足市场需求;西部区域应加快经济发展速度,加大政府扶持的力度,推动农业的现代化进程。不同的区域之间应实现要素从边际产出较低的区域到边际产出较高的区域的转移。

As a vast area of Chinese countryside,the agricultural supply efficiency of different regions is quite different.Recognizing this difference not only helps to take targeted measures in each region,but also helps to optimize the allocation of factors among different regions,so as to achieve the goal of improving supply efficiency.The eastern region should encourage high-quality talents to flow to agriculture,play the role of talents in the supply system upgrade and supply efficiency improvement;the central region should pay attention to improving the agricultural production conditions,adjust the production structure to adapt to the changing consumption structure,and make the quantity and quality of agricultural products meet the market demand at the same time;the western region should accelerate the speed of economic development,increase the strength of government support,and promote the process of agricultural modernization.And the elements from the marginal output lower area configuration to marginal output of high area should be considered between different regions.
