一起“非暴力不合作”的警民冲突:1922年“松江警捐事件”探析

A“Non-violent and Non-cooperative”Conflict between Police and Civilians:Comment on the“Songjiang Police Donation Incident”in 1922

1922年夏,上海松江县发生一起商民因警所不作为而抗缴警捐事件,商民以“非暴力不合作”的方式,持续而坚决地与县署和警所作抗争,终获胜利,取得经济利益的让步和政治权益的扩展,体现出民初商人斗争经验日益丰富、权利意识不断进步的特点。

In the summer of 1922,in Songjiang County,Shanghai,merchants resisted the payment of police donation due to the inaction of the police station.The merchants continued and resolutely fought against the county bureau and the police station in a“non-violent and non-cooperative”manner.They finally succeeded,obtained concessions of economic benefits and expansion of political rights and interests,which manifests the increasingly rich experience of businessmen of their struggle in the early Republic of China and the continuous advancement of their awareness of rights as well.
