中日第三方市场合作:机遇、挑战与应对方略 被引量:4

摘要 2017年日本政府提出对接“一带一路”的“印太战略”,开展中日第三方市场合作的构想。本质上,这是中日合作由“低政治领域”向“高政治领域”延伸的重要尝试,涵盖经济与地缘战略双重考量,意义重大。随着疫情暴发,日本经济困境加深、“印太构想”推进阻力加大以及中国地缘困境加剧为合作提供了机遇,但拜登政府执政后美日矛盾缩小,根本上动摇了日本与中国开展“高政治领域”合作的意愿,对中日第三方市场合作的推进极为不利。同时,后安倍时代日本推行地缘大战略能力下降、东道国疑虑上升与企业投资意愿下降同样为合作增添了难题。为克服这一难题,中日两国应加强第三方市场合作话语权建设;着力缓解海洋矛盾;依托区域全面经济伙伴关系打造均衡、普惠的区域发展框架,与中日第三方市场合作相互促进;主动保障“经济优先”以及“东盟中心”地区秩序架构;为企业提供全方位的经济与政策保障。唯有如此,才能持续深入推进合作。 In 2017,the Japanese government put forward the concept of linking the“Belt and Road”Initiative and“Indo-Pacific Strategy”,and launched third-party market cooperation between China and Japan.In essence,this is an important attempt to extend China-Japan cooperation from“low-political”to“high-political”areas,covering both economic and geostrategic considerations with great significance.With the outbreak of the pandemic,the deepening of Japan s economic difficulties,increasing resistance to the“Indo-Pacific”concept and the intensification of China s geographic difficulties have provided opportunities for cooperation between two countries.However,after the Biden administration came to power,the contradiction between the U.S.and Japan has narrowed,and Japan s willingness to cooperate with China in the“high political”fields has declined,which is extremely detrimental to the promotion of Sino-Japanese third-party market cooperation.At the same time,in the Post-Abe era,Japan s declining capability to implement a geopolitical“grand strategy”,host country s rising misgivings,and declining corporates’investment willingness have also added difficulties for cooperation.In order to overcome these problems,China and Japan should strengthen the construction of third-party market cooperation discourse,ease maritime conflicts,and to create a balanced and inclusive regional development framework to promote mutual cooperation with China-Japan third-party markets by relying on RCEP;actively guarantee“Economy Priority”and“ASEAN Center”regional order structure and provide enterprises with a full range of economic and policy guarantees.Only in this way can China-Japan third-party market cooperation continue to advance.
