基层是党的执政之基,力量之源,是国家治理的基础单元和前沿阵地。基层党组织作为党在农村工作的基础,其治理效能是决定乡村治理效果的重要因素,也是推动国家治理能力和治理体系现代化的关键所在。但在乡村治理实践中,由于新时期社会发展形势的变化以及我国社会主要矛盾的转化等因素的影响,基层党组织在乡村治理过程中不可避免地面临着新的问题与挑战,即两委之间协同治理关系、乡村治理方式的创新、社会力量的参与程度以及治理人才队伍的建设问题。因此,必须客观分析和总结基层党组织面临的治理困境,以问题为导向,重点探索基层党组织乡村治理效能的提升路径,推动乡村振兴战略的贯彻落实,优化乡村治理体系。
