[目的/意义]军事系统的高风险性和高对抗性导致了军事决策分析相较于其他领域具有特殊复杂性,这对军事决策分析的科学性和合理性提出了更高要求。恰当的军事决策分析工具在战略制定与选择上可以发挥有效的辅助作用,因此,选择科学、合理的军事决策分析工具就显得尤为重要。[方法/过程]文章在前人研究的基础上,通过将SWOT分析法的新近发展形式——SWOT-AHP-TOPSIS分析模型引入军事决策分析中,阐述其方法原理和分析流程,以A国海岸警卫队在H岛的海权控制战略为案例,对该分析模型进行实际操作与运用。[结果/结论]通过方法阐述与案例演示,确定了SWOT-AHP-TOPSIS分析模型在军事决策分析中可以发挥其效能,丰富了军事决策分析的工具选择。同时,针对分析模型在应用过程中暴露的局限性,为其未来的改进发展方向提供了有益参考。

[Purpose/significance]The high risk and high confrontation of military system lead to the special complexity of military decision-making analysis compared with other fields,which also puts forward higher requirements for the scientificity and rationality of military decision-making analysis.Proper military decisionmaking analyzing tools can play an effective auxiliary role in strategy formulation and selection.Therefore,it is particularly significant to choose scientific and reasonable military decision-making analyzing tools.[Method/process]Based on previous studies,this article introduces the SWOT-AHP-TOPSIS analysis model,a latest development form of the SWOT analysis,into military decision-making analysis,expounds its method,principle and analysis process,and takes the sea power control strategy of the coast guard of country A in island H as an example to carry on the actual operation and application to the analysis model.[Result/conclusion]Through method elaboration and case demonstration,the effectiveness of SWOT-AHP-TOPSIS analysis model in military decision analysis is determined,which enriches the selection of tools for military decision analysis.At the same time,it aims at the limitations exposed in the application process of the analysis model.The direction of future development and improvement provides a useful reference.
