秦岭陕西段山水林田湖草一体化生态保护修复探讨

Discussion on Integrated Ecological Protection and Restoration of Mountain-river-forest-field-lake-grass System in Shaanxi section of Qinling Mountains

秦岭生态环境保护问题受到国家和社会的高度关注,是学术界的热点话题之一。秦岭主体在陕西境内,陕西境内的秦岭生态环境保护修复关系到整个秦岭,乃至全国生态保护修复的格局。本文通过分析秦岭陕西段山水林田湖草自然生态要素与生态功能之间的关系,从全国生态安全和经济社会发展作用的角度,阐述了秦岭陕西段生态系统中的核心生态功能,并总结出秦岭陕西段山水林田湖草生态保护修复的现状,指出统筹山水林田湖草生态保护修复的机制尚待完善、核心生态功能与要素保护修复不突出、生态保护修复技术标准体系还不健全等主要问题。针对这些问题提出了加强政策制度层面的统筹、技术层面的整体性设计以及管理实施层面的协调推动等举措,为进一步推动秦岭陕西段山水林田湖草一体化生态保护修复提供参考。

The issue of ecological and environmental protection in the Qinling Mountains has been highly concerned by the country and society,and is one of hot topics in the academic circles.The Qinling Mountains are located in Shaanxi Province.The ecological protection and restoration of the Qinling Mountains in Shaanxi Province is related to the ecological protection and restoration pattern of the whole Qinling Mountains and even the whole country.Based on the analysis of the relationship between the natural ecological elements and ecological functions of the mountain-waters-forest-farmland-lake-grass system in the Shaanxi section of the Qinling Mountains,this paper expounds the core ecological functions in the ecosystem from the perspective of national ecological security,economic and social development.It also summarizes the current status of ecological protection and restoration of mountain-water-forest-farmland-lake-grass system in the Shaanxi section of the Qinling Mountains and pointed out the main problems as follows:the mechanism of ecological protection and restoration of mountain-water-forest-farmland-lake-grass system needs to be improved,the core ecological functions and elements protection and restoration are not prominent,and the technical standard system of ecological protection and restoration is not perfect.In response to these issues,measures have been proposed to strengthen the overall planning of policies and systems,the overall design of technical levels,and the coordination and promotion of management and implementation levels,which provide a reference for further promoting the integrated ecological protection and restoration of mountain-water-forest-farmland-lake-grass system in the Shaanxi section of the Qinling Mountains.
