摘要
对光明科学城的现状进行深入剖析,总结其在科技治理过程中存在的问题,然后对美国硅谷、北卡三角科学园、日本筑波科学城等国外先进科学城发展模式进行梳理,总结4座科学城科技创新发展的模式或路径。结合光明科学城的实际情况,提出光明科学城科技治理和科技成果转化的思路:将优势学科和支柱产业无缝对接,提升高校科技成果转化能力;发挥企业优势,创新集群带动科技成果转化;明确“城”的概念,助力持续的科技成果转化;建立信息传递的“光明”循环体系,以期为推进光明科学城跻身国际一流科学城提供参考借鉴。
On the basis of summarizing the development mode,development process and scientific research environment of domestic and foreign science cities,this paper summarizes the mode or path of scientific and technological innovation and development of four science cities in combination with the development process of science and technology industry,national and local policies and culture,and the transformation methods of scientific and technological achievements.Based on the conditions of Guangming Science City,this paper puts forward the ideas of science and technology governance and transformation of scientific and technological achievements in Guangming Science City:to seamlessly connect the advantageous disciplines and pillar industries to enhance the transformation ability of scientific and technological achievements in colleges and universities;to give full play to the advantages of enterprises and drive the transformation of scientific and technological achievements with innovation clusters;to clarify the concept of“city”to help the continuous transformation of scientific and technological achievements;to establish a circulation system of information transmission,etc.,in order to provide reference for making Guangming Science City a worldclass science city.
