摘要
区块链技术已拓展延伸到金融管理、物联网、公共服务等多个领域,世界各国也在积极探索并深入研究这一技术在电子政务服务中的应用,这些应用研究能帮助政府更加高效快捷地处理电子政务,并能提升用户使用体验、优化事务办理流程。通过对比分析国外爱沙尼亚"E-Residency"项目和国内"海淀政务"云平台项目,探讨了区块链技术在电子政务服务中的应用范围、存在问题及发展方向,提出在以满足公众政务需求为目标的基础上,通过加强部门之间的协作、完善对不同业务的协同治理以及推进信任体系化建设等策略,切实保证电子政务服务的方便快捷、透明规范、可靠可信。
Blockchain technology has been extended to many fields,such as financial management,Internet of things,public services,etc.countries around the world are also actively exploring and indepth studying the application of this technology in e-government services.These application studies can help the government to deal with e-government more efficiently and quickly,and can improve the user experience and optimize the transaction process.By comparing and analyzing the"E-Residency"project in Estonia and the"Haidian government"cloud platform project in China,this paper discusses the application scope,existing problems and development direction of blockchain technology in E-government service.On the basis of meeting the needs of public government affairs,it proposes to strengthen the cooperation between departments,improve the collaborative governance of different businesses and promote the construction of trust system,so as to ensure the convenience,transparency,standardization,reliability and credibility of e-government services.
