习近平法治思想的重要特征在于坚持完善以宪法为核心的法律规范体系和以党章为核心的党内法规体系,并且实现法律规范体系与党内法规体系的一体化建设。法律规范体系与党内法规体系都是中国特色社会主义法治体系的重要组成部分。习近平总书记科学阐明了完善党内法规体系在全面依法治国和全面从严治党中的地位与作用,强调重点加强党内法规的执行力,不断推进党内法规的实施。习近平总书记从党的全面领导和监督公权力运行的高度,全面论述了以党内实施为核心、以外部实施为补充的双重实施机制,而且对党内法规实施的实践进行深入分析,从而形成了系统的党内法规实施理论。

An important feature of Xi Jinping thought on the rule of law is to uphold and improve both the legal system with the Constitution as the core and the Party’s regulation system with the Party Constitution as the core,and to realize the integrated construction of the legal system and the Party’s regulation system.The system of legal norms and the system of Party regulations are both an integral part of the socialist rule of law system with Chinese characteristics.General Secretary Xi Jinping has scientifically clarified the position and role of perfecting the system of Party regulations in governing the country according to the law and administering the Party strictly in an all-round way.The enforcement of laws and regulations has continuously promoted the implementation of Party rules and regulations.From the perspective of the Party’s overall leadership and the supervision of the operation of public power,General Secretary Xi Jinping has comprehensively discussed the dual implementation mechanism of Party rules and regulations with their implementation within the Party as the core and the implementation outside the Party as a supplement,and has conducted an in-depth analysis of the implementation of Party rules and regulations,hence a systematic theory of the implementation of the Party rules and regulations.
