摘要
由于我国金融产业仍处于人工智能政策介入初期,与金融产业相关的人工智能政策的实施对我国金融产业效率起到了阻碍作用,政策悖论效应显著。这是因为金融产业面临人工智能政策自身属性制约、政策作用周期局限、政府或产业部门监管漏洞、人工智能技术瓶颈、布局领域对技术排斥、市场需求与新型产品或服务不对称等诸多负面因素的影响,最终致使在短期内人工智能政策的实施阻碍了我国金融产业效率的提升。因此,我国应加强对金融企业AI技术的研发和引导;完善金融产业技术政策,强化政策实施与监管力度;打造政府—金融业—市场三位一体发展格局;建立健全金融产业AI技术安全防护体系,进而发挥人工智能政策对我国金融产业效率的优化提升作用。
As the financial industry is still in the early stage of artificial intelligence policy intervention in China,the implementation of artificial intelligence policies related to the financial industry has hindered the efficiency of the financial industry.The policy paradox effect is significant.This is because the financial industry is faced with many negative factors such as the constraints of the attributes of artificial intelligence policies,the limitation of the policy action cycle,the regulatory loopholes of the government or the industrial sector,the bottleneck of artificial intelligence technology,the rejection of technology in the layout field,and the asymmetry of market demand and new products or services,etc.In the end,the implementation of artificial intelligence policies in the short term hinders the improvement of the efficiency of the financial industry in China.Therefore,firstly,it is necessary to strengthen the research and development and guidance of AI technology for financial enterprises.Secondly,it is important to improve the financial industry technology policy and strengthen the policy implementation and supervision.Thirdly,it is crucial to create a government-financial-market trinity development pattern.Fourthly,it is essential to establish a sound AI technology security protection system for the financial industry.Finally,it is vital to give full play to artificial intelligence policies in optimizing and enhancing the efficiency of the financial industry in China.
