摘要
联合国教科文组织自成立后的七十多年间,坚持将女童教育作为全球优先发展事项之一,其促进女童教育的理念与时俱进,立足于全球可持续发展目标,深刻而前瞻。为了将其女童教育理念落到实处,联合国教科文组织提出了从传统线下到线上线下并举推进、从保证女童教育公平到通过女童教育促进公平、从关注顶层设计到注重本土化特点三大推进策略,并分别从优化政策研究手段、加强网络技术应用、建设创新合作机制和改善数据获取渠道四个路径来加以贯彻实施,使全球女童教育获得了长足发展。同时,联合国教科文组织作为国际组织的职能与国家功能间存在张力,联合国教科文组织未来需重视行动策略的本土化,协助各国制定符合自身发展的女童教育战略规划。
For more than 70 years since its establishment,UNESCO has always insisted that girls’education is one of its global development priorities.Its ideas of promoting girls’education keep pace with the times,based on the global sustainable development goals,both profound and forward-looking.For the purpose of putting its ideas of girls’education into practice,UNESCO has put forward three advancing strategies:from traditional offline promotion to both online and offline promotion,from ensuring the equality in girls’education to promoting equality through girls’education,from focusing on top-level design to emphasizing the localization characteristics.Under the guidance of these technical strategies,UNESCO has optimized policy research approach,strengthened the application of network technology,built innovative cooperation mechanisms and improved the channels of obtaining data,making great contributions to promoting girls’education throughout the world.However,since UNESCO is an international organization,there are tensions between the functions of UNESCO and those of states.It suggests that in the future,UNESCO should pay more attention to the localization of action strategies,assisting countries in formulating strategic plans for girls’education in line with their status of development.
