国内外食品安全信息系统建设现状及方向

Current Situation and Direction of the Construction of Food Safety Information Systems at Home and Abroad

食品安全因其对社会稳定和经济发展的影响,受到各国政府的广泛关注。在该领域,各国的实践显示信息技术可以使监管系统更有效地监督食品质量,从而更好地应对可能出现的食品安全问题。包括欧盟和美国在内的发达国家为保障公众的知情权,建立了有效的食品安全信息披露系统,以提高食品安全管理的透明度。通过定期发布食品市场监测信息,及时通告不合格食品的召回信息,政府相关部门能够让消费者及时了解所在地区食品安全的情况,提高消费者的信心。其他发达国家也有提供类似的食品召回信息系统。以食品安全信息披露系统及在线监测系统为例,整理了发达国家食品安全信息系统的建设现状,并分析了现阶段中国建设同类系统存在的问题。最后,对中国的食品安全信息系统建设提出了相应的对策建议,即完善食品安全信息披露平台,联通各地方食品追溯数据;开放更多数据,拥抱社会共治;挖掘行业数据,推动数据流动,并指出建立健全社会信息化监管网络、建立统一的食品安全信息管理系统、建立云服务食品安全可追溯监管平台是未来中国食品安全监管信息化建设需求的方向。

Food safety is a global concern because of its impact on social stability and economic development.In this field,the practice of some countries showed that information technology have been enabled to monitor food quality more effectively,so as to help the governments to better cope with food safety issues.In order to protect the public’s right to know the fact,developed countries including the European Union and the United States have established effective food safety information disclosure systems,so as to improve the transparency of food safety management.By regularly releasing food market monitoring information and promptly notifying the recall information of unqualified foods,relevant government departments can enable consumers to know the food safety situation in their areas in a timely manner and improve consumers’confidence.Other developed countries also have similar food recall information systems.Taking the food safety information disclosure system and online monitoring system as examples,the current situation of food safety information system construction in the developed countries was sorted out,the problems existing in the construction of similar systems in China at this stage were analyzed.Finally,corresponding countermeasures and suggestions on the construction of China’s food safety information systems were put forward,such as improving the food safety information disclosure platform to connect various local food traceability data,opening more data to embrace social governance,mining industry data to promote data flow,and the demand direction of food safety supervision informatization would be establishing a sound social informatization supervision network,a unified food safety information management system,and a cloud service food safety traceable supervision platform.
