摘要
构建科技投入、产出、效益和环境支撑4个维度的科技创新评价指标体系,采用陕西省2018年地级市的统计数据,运用因子分析方法进行综合评价,对陕北地区资源型城市进行横向比较。研究表明:陕北地区科技投入、产出与环境效益较差。提出发挥政府在资源型城市经济转型的积极作用、建立健全科学统一的成果评价体系和激励机制、改善生态环境等建议。
A scientific and technological innovation evaluation index system was constructed with four dimensions of scientific and technological input, output, benefit and environmental support. Taking the statistical data of prefecture-level cities in Shaanxi Province in 2018 as an example, the comprehensive evaluation is carried out by using factor analysis, and the horizontal comparison of resource-based cities in northern Shaanxi is carried out. It has shown that the input, output and environmental benefits of science and technology in northern Shaanxi are relatively poor. Suggestions are put forward to give full play to the government’ s active role in the economic transformation of resource-based cities, establish a sound scientific and unified achievement evaluation system and incentive mechanism,and improve the ecological environment.
