宁夏现代煤化工产业发展制约因素与发展建议

Restrictive factors and development suggestions for the development of modern coal chemical industry in Ningxia

现代煤化工是将煤炭转化为油气资源及化工品的过程。宁夏是我国重要的现代煤化工产业示范区,建设有煤制油、煤制烯烃、精细化工等现代煤化工项目。伴随石油价格持续走低、低碳环保要求加强等挑战,宁夏现代煤化工产业面临下游产品延伸弱、固废回收处理难的发展难题。分析了宁夏现代煤化工产业在产品结构、产业经济性、固废利用、行业标准、产业集聚效应方面的制约因素,提出建设创新平台、研发关键技术、实行消费税分级、加强固废处置力度、加快标准制定、强化产业协同等发展建议。

Modern coal chemical industry is the process of converting coal into oil and gas resources and chemicals. Ningxia is an important demonstration zone for the modern coal chemical industry in China, with modern coal chemical projects such as coal-to-liquid,coal-to-olefins, and fine chemicals. With challenges such as the continued decline in oil prices and the strengthening of low-carbon environmental protection requirements, the modern coal chemical industry in Ningxia is facing development problems such as weak extension of downstream products and difficulty in solid waste recovery and treatment. The restrictive factors of Ningxia’ s modern coal chemical industry analyzed in terms of product structure, industrial economy, solid waste utilization, industry standards, and industrial agglomeration effects. And development suggestions are put forward such as building an innovation platform, researching and developing key technologies, implementing consumption tax classification, strengthening solid waste disposal, speeding up standard setting, and strengthening industrial coordination.
