新发展格局下区域间产业转移与升级的路径研究--对“雁阵模式”的再探讨

Research on the Path of Inter-regional Industrial Transfer and Upgrading Under the New Development Pattern--A Re-discussion of the "Flying Geese Model"

如何促进我国顺利实现产业转移和升级一直是理论界关注的焦点。我国东中西部地区客观存在的经济发展差异,使得"雁阵模式"被认为可以用来指导中国区域间的产业转移实践。本文通过分析"雁阵模式"的理论实质、局限性以及中国目前产业转移和升级面临的困境,说明"雁阵模式"理论不适用于指导中国区域内产业转移的原因。也指出在全球价值链深度变革之际,我国应该立足构建新发展格局的要求,由依赖全球价值链转向夯实国内价值链;地区间的产业转移与升级路径也应该与新技术、服务业升级、城市群发展、扩大内需相结合,建立差异化的区域间产业分工协作体系,最终实现高质量发展。

How to promote the realization of industrial transfer and upgrading smoothly in China has always been the focus of the theoretical circles.Due to the differences in economic development between the eastern and middle-western regions of China,someone thought the"Flying Geese Model"can be used to guide the practice of inter-regional industrial transfer in China.This paper analyzes the theoretical essence and limitations of the"Flying Geese Model"as well as the difficulties faced by China’s current industrial transfer and upgrading,and explains the reasons why the"Flying Geese Model"is not suitable to guide China’s regional industrial transfer.It also points out that when the global value chain is undergoing profound transformation,China should base on the requirements of building a new development pattern and shift from relying on the global value chain to consolidating the domestic value chain.The inter-regional industrial transfer and upgrading path should also be combined with new technology,service industry upgrading,urban agglomeration development and expanding domestic demand,so as to establish a differentiated inter-regional industrial division of labor and cooperation system and finally achieve high-quality development.
