“三权分置”背景下农村土地规模经营与服务规模经营协调性研究

Research on the Coordination of Rural Land Scale Management and Service Scale Management under the Background of "Three Rights Separation"

土地规模经营与服务规模经营的协调发展是实现农业现代化目标的重要途径,农村土地"三权分置"产权制度安排为二者的协调发展提供了制度基础。本文旨在讨论农村土地"三权分置"对二者协调发展的影响机理、现实困境与应对策略。具体来看,以土地规模经营带动服务规模经营和以服务规模经营带动土地规模经营是农村土地"三权分置"促进二者协调发展的基本路径,但土地规模经营下的土地、劳动要素与服务规模经营下资本、技术要素处于非协调状态,进而应基于我国农业发展的基本现实和规律,通过政策支持与市场引导不断优化农业生产要素组合,加强小农户与新型农业经营主体之间的有机衔接,不断提高土地规模经营与服务规模经营的协调性。

The coordinated development of land scale management and service scale management is an important way to realize the goal of agricultural modernization.The property right system arrangement of rural land"Three Rights Separation"provides the institutional basis for the coordinated development of the land scale management and service scale management.The purpose of this paper is to discuss the influence mechanism,realistic dilemma and coping strategies of rural land"Three Rights Separation"on the coordinated development of the land scale management and service scale management.Specifically,the basic path to promote the coordinated development of rural land"Three Rights Separation"is to promote the service scale management by land scale management and the land scale management by service scale management.However,the land and labor elements of the land scale management are in a non-coordinated state with the capital and technology elements of the service scale management.Based on the basic reality and the law of China’s agricultural development,we should constantly optimize the combination of agricultural production factors,strengthen the organic connection between small farmers and new agricultural management entities,and constantly improve the coordination between land scale management and service scale management by policy support and market guidance.
