碳中和愿景下的河南资源环境领域科技发展战略 被引量:8

摘要 为促进河南省资源环境科技发展,创新政府行政管理模式,为资源环境相关领域产业升级转型乃至河南省区域经济高质量发展提供新的战略对策和路径选择,通过梳理河南省资源环境利用现状和存在的问题,着重剖析河南省资源环境领域面临的战略机遇,阐述河南省资源环境领域科技发展关键任务。碳中和愿景下河南省资源环境保护和利用面临新的挑战:自然禀赋差、水成效偏低、能源结构偏煤、环境污染较重。未来,必须统筹科技计划,加速科技转化,协同碳中和落实方案,充分发挥河南省区位优势,创新管理机制,促进资源环境高质量发展。 In order to promote the development of resources and environmental science and technology in Henan Province,innovate the government′s administrative management model,and provide new strategic countermeasures and path choices for the industrial upgrading and transformation of resources and environment related fields and even the high-quality development of the regional economy in Henan Province.Through combing the status quo and existing problems of the utilization of resources and environment in Henan Province,the research focuses on analyzing the strategic opportunities faced by Henan Province in the field of resources and environment,and expounds the key tasks of scientific and technological development in the field of resources and environment in Henan Province.Under the vision of carbon neutrality,the environmental protection and utilization of resources in Henan Province are facing new challenges poor natural endowments,low water efficiency,partial coal energy structure,and heavy environmental pollution.In the future,it is necessary to coordinate science and technology plans,accelerate technological transformation,coordinate the implementation of carbon neutralization plans,give full play to the location advantages of Henan Province,innovate management mechanisms,and promote high-quality development of resources and the environment.
