天津市防震减灾科普政策体系研究

Research on Science Popularization Policy System for Earthquake Preparedness and Disaster Mitigation in Tianjin

立足于政策文本,按照地方法规、规划纲要、重要文件3个类别,对天津市防震减灾科普政策体系建设现状进行了梳理研究,进而分析其中存在的5方面不足,并有针对性地提出了完善社会引导政策、完善融合发展政策、完善服务保障政策、完善专项配套政策等建议,旨在为完善天津市乃至全国防震减灾科普法制体系、保障防震减灾科普事业发展提供参考。

Based on the policy text,according to the three categories of local laws and regulations,planning outline and important documents,this paper combs and studies the current situation of the construction of the science popularization policy system for earthquake preparedness and disaster mitigation in Tianjin.Five aspects of deficiencies are analyzed,and the suggestions of“improving the social guidance policy”,“improving the integrated development policy”,“improving the service guarantee policy”and“improving the special supporting system”are put forward to provide reference for improving the legal system of science popularization for earthquake preparedness and disaster mitigation in Tianjin and even in the whole country,and ensuring the development of science popularization for earthquake preparedness and disaster mitigation.
