新加坡城市更新的政策经验及对我国老旧社区有机更新的启示

The Study of Urban Renewal in Singapore and Its Enlightenment to the Organic Renewal of Old Communities in China

城市老旧社区有机更新是我国“十四五”时期改善民生的重要内容之一,也是完善城市治理、促进经济发展的重点议题。新加坡是一个典型的热带海岛城市国家,曾经面临着社区老化、居住条件差等问题。1990年以来,新加坡政府相继推出多个更新计划,持续翻新和完善公共住宅,有效提升旧社区的功能,恢复社区活力,促进种族间的融合,其更新政策和经验成为全学界和业界学习的典范。通过分析和总结新加坡城市更新计划的发展历程、内涵理念、实施方案和更新内容,为我国城市老旧社区有机更新提供一定的借鉴和参考。

The organic renewal of old urban communities is one of the important programs to improve people’s livelihood during the 14th Five Year Plan period,and also key to improving urban governance and promoting economic development.Singapore is a typical tropical island citystate,once faced with the problems of aging population and poor living conditions.Since the 1990s,government had launched a number of renewal plans to renovate and improve the public housing condition,improving the function of the old community,restoring the vitality of the community,and promoting inter-ethnic integration effectively.Its renewal policies and experiences had become a model for academic studies and the housing industry as well.By summarizing and analyzing the development process,connotation concepts,implementation mode and renewal contents of urban renewal plans of Singapore,this article provides some reference for the organic renewal of old urban communities in China.
