社区干预视阈下的传染病防控

Prevention and Control of Infectious Diseases from the Perspective of Community Intervention

本研究就社区干预视角下的传染病防控,展开比较系统的探讨。社区作为居民生活、社会治理与公共管理的基本单元,并因此而成为传染病防控的主要载体和依托。伴随现代卫生理念和健康服务方式的转型,社区居民的疾病预防与身心保健需求凸显,给社区卫生服务和传染病防控提出新要求。社区干预传染病防控,其效果不仅取决于医疗机构的改革,很大程度上还取决于社区体制机制的创新。转变长期以来重治病、轻预防的价值观念、建构顶层和基层相结合的组织与制度系统、培育传染病防控的多方合作机制、强化公共卫生的社区投入,是实现合理社区干预的基础。

This study conducts a systematic discussion on the prevention and control of infectious diseases from the perspective of community intervention.As the basic unit of people’s livelihood,social governance and public management,community has become the main carrier and support for the prevention and control of infectious diseases.With the transformation of modern health concept and health service mode,the needs of disease prevention and physical and mental health care of community residents are prominent,bringing new requirements for community health service and infectious disease prevention and control.The effect of community intervention on prevention and control of infectious diseases depends not only on the reform of medical institutions,but also on the innovation of community system and mechanism to a large extent.The basis for realizing rational community intervention is to change the long-held value of treating diseases but neglecting prevention,construct the organization and system combining the top level and the grass-roots level,cultivate the multi-party cooperation mechanism for prevention and control of infectious diseases,and strengthen the community input for public health.
