A Study on the Cadres of the Agricultural Production Cooperatives(1954-1956)

在农业合作化运动初期,农业生产合作社主要是依靠县、区干部或上级派出工作组直接领导贫农、下中农,边摸索边建立的。随着农业合作化运动的快速发展,建社干部短缺问题很快显现,为此,各级人民政府在贫农、下中农积极分子中选拔了一些骨干,通过举办各类短期训练班,培养了一批基本掌握农业社会主义改造政策和办社方法的基层干部,不仅使农业合作化运动快速推进,而且进一步夯实了党的执政基础。

In the early stage of the agricultural cooperative movement, agricultural production cooperatives were established mainly by local county and district officials or workgroups sent by the superiors to directly lead the poor peasants and lower-middle-peasants. With the rapid development of the agricultural cooperative movement, the issues of the shortage of number of cadres for building cooperatives became apparent soon. Therefore, the People’s Governments at all levels have selected some backbones from the activists of the poor peasants and lower-middle-peasants to train them as the cadres who basically understand the policy of agricultural socialist transformation and the method of operating a cooperative. Finally, it not only made the agricultural cooperative movement advance rapidly, but also further consolidated the Party’s ruling foundation.
