摘要
居家养老服务资金保障政策是居家养老服务快速发展的重要保证。本文梳理了我国居家养老服务资金保障政策演变历程,将其划分为2000-2005年的政府主导期、2005-2011年的多元投资期和2012年至今的细化完善期三个发展阶段;区分了财政资金投入型、优惠减免型、融资服务型和公私合作型等四种我国居家养老服务资金保障政策类型;总体上评价了我国居家养老服务资金保障政策的效应。四类居家养老服务保障政策均达到了一定的政策目的,但各类政策的实际效应还受到各地经济社会状况、政策资助对象界定、老年人对居家养老服务利用率等的影响。据此提出了我国居家养老服务资金保障政策的发展建议和方向。
Policies of funding for China’s home-based aged care services are the guarantee for the rapid development of home-based aged care services.First,this paper combs the evolution of the policies and divides it into three development stages:the government-led period from 2000 to 2005,the diversified investment period from 2005 to 2011,and the refinement and improvement period from 2012 to present.Second,this paper distinguishes four types of policies of funding for China’s home-based aged care services in China,including financial investment,preferential reduction,financing service and public-private cooperation model.Finally,this paper evaluates the effect of the policies.The four types of policies have achieved certain objectives.However,the actual effects of various policies are also affected by the economic and social context of various places,the definition of funding targets,and the utilization rate of home-based care services by the elderly.Based on these,this paper puts forward the suggestions concerning policies of funding for home-based aged care services in China.
