专业增能与行政去能:持证社区工作者专业效能提升的实现路径

Professional Enhancement and Administrative Diminishment:Pathways to Promote the Professional Efficacy of Certified Community Workers

社区工作者建设进程中,政府期望通过专业培训和资格认证实现社区工作人员专业增能,但调查显示持证社区工作人员在社会治理中专业作用发挥并不明显。本文认为专业增能并不是简单的培训或者资格认证就可以实现,行政去能消解了专业增能的效果。行政推动虽提高了社区工作人员的持证率,但也导致了以“证”为本的专业化;同时,繁重的行政性工作与有限的社区工作者之间的张力,导致提供专业服务的社会工作被行政性工作挤出。因此,需要从行政力量调适、专业空间构建、评定激励机制入手,探索专业增能与行政去能平衡发展的持证社区工作者专业效能提升的实现路径。

Regarding community social workers,the government expects to promote the professional efficacy of community workers through professional training and qualification certification.However,the professional and significant role of certified community workers in social governance is not fully realized according to studies conducted.This paper argues that the professional empowerment cannot be achieved by solely training or qualification certification.Administrative empowerment can eliminate the effect of professional empowerment in the community.Although the administrative promotion has improved the certificate holding rate of community workers,it has also led to certificate-based specialization;at the same time,the tension between the heavy administrative work and the limited number of community workers has created a strong disincentive effect on social work.Therefore,it is necessary to explore the pathways to promote the professional efficacy of certified community workers with a balanced development between professional empowerment and administrative empowerment in the community.
