从贫困到基本民生的历史性飞跃——术语的革命与新实践道路的开启

The Historic Leap from Poverty to the People's Basic Wellbeing——The revolution of terminology and the opening of new practice road

党的十九届五中全会审议通过的《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》蕴含着关于中国特色社会主义实践的重大理论问题,需要从中提炼出新概念与新命题。本文在辨析贫困话语表达局限性的基础上,结合中国底线民生保障趋向共同富裕与美好生活的内在本质,以民生福祉增长为本的中国特色社会主义实践带来的整体民生改善的发展事实,提出由贫困到基本民生的话语过渡与转换是中国社会主义制度优势释放的结果,是中国社会主义政治优越性的本质体现,是中国共产党久久为功、大力发展民生福祉的中期成果,是中国民生发展史上的一次历史性飞跃。同时,本文深刻阐释了“十四五”时期基本民生保障制度的实践情境与核心议题。

The CPC Central Committee’s proposals for formulating the 14th Five-year Plan and long-range goals,adopted during the fifth plenary session of the 19th CPC Central Committee,contains major theoretical issues about the practice of socialism with Chinese characteristics,from which new concepts and propositions need to be explored.On the basis of analyzing the limitations of discourse expression of poverty,and combining it with the intrinsic nature of bottom-line security of the people’s wellbeing in China towards common prosperity and a better life,on the ground that the practices of socialism with Chinese characteristics improve of the people's wellbeing,this paper proposes that the transition and conversion of discourse from poverty to the people’s basic wellbeing is the result of the release of the advantages of China’s socialist system,the essential embodiment of its socialist political superiority,and the medium-term achievement of the CPC in developing people’s livelihood and well-being for a long time.It is a historic leap in the development history of the people’s wellbeing in China.To this end,this paper explains the practical situation and core issues of the basic livelihood security system during the period of the 14th Five-year Plan.
